The sad truth is that the U.S. is so rich, it can afford to lose a billion dollars over a few days over a sorority girl not getting the cotillion dress in the color she likes.

I imply, "that wants to" in all these questions...although I think that may be a problem with some of these.
In America, we say the answer is yes in as many cases as is practical.
