The mastermind of the sniper attacks that terrorized Washington-area residents in October 2002 will die by lethal injection next month, a Virginia corrections official said Tuesday.

Alfred Carr (D-18) introduced a bill patterned after the District’s that would give 3 to 4 cents per disposable paper or plastic bag to the Chesapeake and Atlantic Coastal Bays 2010 Trust Fund to pay for pollution mitigation.Last week, Virginia Delegate Adam Ebbin (D-49) introduced a similar bill that works the same way and would benefit the Virginia Water Quality Improvement Fund. He says this approach could reduce taxpayers’ costs for cleaning waterways and lower stores’ expenses on bags
The news came this afternoon from Wash Cycle that Metro is considering a proposal to increase fees by 185% for its bicycle lockers at various Metro stations from $70 a year to $200 a year. The increase would make it, per square foot, more expensive to store a bicycle than it would be to store a car in one of the WMATA garages.While Metro’s certainly in a hard place financially, is almost tripling the fees of cyclists who ride to Metro the way to handle things? Surely $70 was too low, but trebling the cost? We’ve asked Metro what their argument was for such a dramatic hike. We’ll let you know what they say.
Bethesda man who hosts sex parties at home gets zoning warningA Montgomery County zoning inspector has issued a warning to a man who says he hosts sex parties in the spacious home he rents in Bethesda. The man, Paul Pickthorne, said in an interview that he is a practitioner of "BDSM," or "bondage and discipline, dominance and submission, sadism and masochism." Since renting the house last summer, Pickthorne said, he has hosted four parties in the 6300 block of Tone Drive attended by dozens of people who also are involved "in the scene," as he called it. Because Pickthorne accepted "donations" of $20 to $50 from the attendees, the parties constituted "a commercial enterprise," said zoning inspector Frank De Lange, who issued Pickthorne a written warning last week. If Pickthorne holds future parties that participants pay to attend, De Lange said, he could be assessed a fine.
Ten people were shot last night, four fatally, around 7:30pm in the 4000 block of South Capitol Street in an act of violence that has shaken the city. NBC4 reports that the weapon used in the shooting was “an AK-47 type” firearm, and that in the ensuing chase, four DC Police officers were injured in a crash on St. Barnabas Road in Oxon Hill as the chase went beyond the District line. Three individuals were arrested in the Condon Terrace neighborhood in Southeast DC at the conclusion of the chase and have been taken into custody in DC.The drive-by shooting represents the District’s single biggest act of violence since ten were shot at the O Street market in 1994 in a gang hit. The motives for the shootings are unclear, as are any gang ties, but it is possible that the violence is related to the funeral of a man shot on Chesapeake St SE several days ago.DC Fire/EMS said that over 50 personnel responded to last night’s shooting, including almost a dozen ambulances, in a typical mass casualty response. Victims were transported to Washington Hospital Center for treatment. One died at the scene, one en route to the hospital, and two have succumbed to gunshot wounds overnight. Six more remain in the hospital, two with life-threatening injuries. This is a story that will continue to unfold over the next few days, we’ll do our best to keep you updated.
