Last Friday, authorities arrested Holli's mother, Debi Bryant Holland, 38, for allegedly allowing her husband to abuse the girls. Authorities believe James allegedly raped his stepdaughters two to five times a week during the last two to three years.

Neither parent has been charged in the death of Holli, but the warrant alleges that James removed her uterus to cover up the fact that he had impregnated her. Authorities believe the house was burned to cover up the manner of Holli's death.

An arrest warrant obtained by PEOPLE alleges that Holli was developmentally disabled and had the mental age of the six or seven year old.

In January, Holli allegedly told school personnel that she was afraid of going home because she didn't want to have sex with her stepfather. "The sex hurt," the warrant states. "It also hurt when Holli ran in PE because she could feel her baby move."

Authorities believe Debi knew about the alleged abuse and told her daughters not tell anyone because James paid rent and they needed the money. She also allegedly told Holli she did not want her to have James's baby, and that James would abort the baby with a coat hanger.

Officials allegedly discovered Internet searches on Debi's email address for incest porn mostly involving stepfathers and stepdaughters, the warrant states.

Knowledge of Holli's alleged abuse can be dated back to 2008 when she was a passenger in a car accident, when she was 10. Blood tests revealed she had a sexually transmitted disease and had suffered injuries consistent with vaginal penetration. Doctors informed Debi of her daughter's STD and injuries but no chargers were filed.

Debi is being held on a $500,000 bond while James is being held in lieu of a $2 million bond.

Neither of the accused has entered a plea, a Lubbock County courts official tells PEOPLE. Calls to their lawyer, Matt Morrow, were not returned as of press time.

Clara Schwartz (http://www.trutv.com/library/crime/notorious_murders/family/clara_schwartz/index.html) is one of my obsessions.  My Google Alerts turned up this hit today (http://worldgenocidewatch.blogspot.com/2009/05/career-in-microbiology-can-be-harmful.html), which is all ultra-paranoid and barely readable stuff.  Though my interest is piqued again about the gag order...



I just talked to one of my RC-style serial killer obsessed authors. The early stages of, perhaps, commissioning a project on Clara Schwartz...which I've been toying with doing for over a decade now!

This led to a sort of info dump on all the conspiracy shit that flies around this story... Which I'll post here as a sort of 5am infodump. Some is the basic stuff -- Wiki, Crimelibrary. Standing outside of her family's trailer in Dover, Darlene Hawn, 58, described the man, Lloyd Lee Welch, her stepbrother, as the "black sheep" of the family.

She said his childhood was a sad one. His mother died while he was young and his father, her stepfather, would drink.

"I remember him really not being loved by my stepdad and my mother, even though she did her best trying to take care of him," Hawn said.

She said she didn't even know of the indictment. When told of the development in the case, Hawn, exasperated, said the news "hasn't hit her yet." Hawn added that she knew of the case but wanted nothing to do with it.

"I really don't know what to say," Hawn said.

Hawn said she and her family moved to Delaware in 1998, but didn't know Welch was in a Smyrna prison until 2010.

She said she and her son, John Scotton, used to visit Welch in Smyrna every so often. They stopped because police would usually come and ask questions about what they'd talk about.

Scotton, 28, said he didn't know much about the case.

"The way I look at it, if he had something to do with it… it's between him and God," he said. "In the end, he has to pay a debt to God."

Debbie Roe, Hawn's daughter and Welch's niece, had no idea her uncle, who she had corresponded with for over 10 years, was indicted Wednesday.

"Oh God. You're kidding," she said. "I'm shocked. I don't believe he did anything with those girls."

She said she would frequently write her uncle in prison and would go see him from time to time. They would talk about "everyday life," Roe said.

When Welch did mention the girls, he said he wasn't involved, Roe said.

According to Roe, her uncle and his girlfriend were just walking around the mall that day to put in applications for work and saw someone taking pictures or recording the girls. Roe said Welch told her that he and his girlfriend had left the mall in Wheaton, Md., and saw the girls get into the car with someone.

But she said she stopped talking to Welch because she "didn't want to be bothered with all of the cops and what not."

"I still love him" Roe said. "Nothing is never going to change that. He's my family."

Forty years ago Sheila Lyon, 12, and her sister Katherine, 10, disappeared from the Washington, D.C.-area suburb where they lived. The case was cold until two years ago when a detective in Montgomery County, Md., solved the "missing piece of the puzzle," the county's chief of police, J. Thomas Manger, said during a press conference announcing the charges on Wednesday.

After that break through, Maryland police identified Welch, 58, as a "person of interest" in the cold case about the sisters.

The charges were brought in Bedford County, Va,, where the Welch family owned property.

Welch is charged with two counts of first degree murder during an abduction with intent to defile, said Randy Krantz, the prosecutor in Bedford who is bringing the case. That charge could carry a death sentence, he said.

Lloyd Welch implicated his uncle, Richard Welch, when he spoke to investigators recently, according to police affidavits filed in court. Lloyd Welch said that he saw his uncle sexually assaulting one of the girls at his uncle's house in Hyattsville, Md., according to police affidavits filed in court.

The Sheriff in Bedford said that the investigation is still ongoing with "gusto." It involves several agencies, including state and county authorities in Maryland and Virginia as well as the FBI.

Richard Allen Welch is still under investigation, Manger said.

Asked if there were likely to be more indictments related to the Lyons girls, the prosecutor for Montgomery County, John McCarthy, said, "the investigation continues. I think there's a logical conclusion you can reach."

Richard Allen Welch's wife, Patricia Jean Welch, 65, was indicted by a Virginia grand jury for lying in the investigation of the case of the missing sisters.

Lloyd Welch is serving time in the Vaughn Correctional Center near Smyrna, Del., after his 1997 arrest on a number of unlawful sex charges, according to Superior Court electronic records. He pleaded guilty to first-degree unlawful sexual intercourse and unlawful sexual penetration in 1998.

He had worked as a ride operator for a carnival company, which often set up at malls, and he has been arrested in several states and charged with sexual offenses against young girls.

Delaware's Board of Pardons in August denied a commutation request for Lloyd Lee Welch.

The abuse that led to Welch's current prison term began on a day when Welch started watching a pornographic video while a girl "was in the living room area with him," according to court records. He then kissed the girl on the mouth before he began sexually abusing her. The child was the daughter of Welch's then-girlfriend.

New Castle County police were contacted July 17, 1997, after the mother learned of the abuse.
